A piece of sound design may have been licences to appear on a DVD but not appear on a direct download, for example. Licences now tend to be more flexible (or at least written with modern gaming in mind) but MMOs and gaming with high quality sound design were still relatively new concepts and the industry did not predict online distribution to the extent we think of it now. Licences can also expire, and it's not unlikely that a (legally) unmaintained game from the era when City of Heroes was originally published has several assets that will have had their licences expire. One piece of music, say the Pocket D background music, might easily have four separate licences (writer, performance, existing in multiple copies and being distributed). Oddly, sound effects and background music can be incredibly complicated and cause problems with redistributing and porting games.
